Bed is high off the ground limiting head space for queen. Can queen frame be lowered and bunk raised higher?

Need of space to sit up for 6'5" sleeper withourt hitting head. Distanced between bottom mattress and bottom of the upper bunk. Need to lower the queen and raise the upper bunk? Isd this possible

There are not options to alter the construction of this bed. As is, the space between the 2 beds rail to rail is 41-3/4"H.
